With the sudden and untimely appearance of neglected and orphaned children on the doorstep of Dianne Lang, the SA CARE Trust was established by Dianne in May 2002. Initially the small house purchase by VODACOM was used for the purposes of a children's home. Later, a second house was purchased by Delphi Components. |

The three welfare
organizations in Middelburg (EC), are unable to provide the
much-needed services to the children in this area. Service delivery from the various government departments involved in children’s issues is extremely poor. Children roam the streets, living on the rubbish dumps, live in child-headed zinc shelters or two-roomed homes, sleeping in the street, not attending school and are generally neglected, abused, starving and often in need of medical attention.
Through the years we have been able to purchase smaller houses and at one stage we had up to five houses. These have since been sold and we now have three large houses to accommodate the children.

| Many of the children either have no mother or have been abandoned while most have never known who their father’s are. Parents who have birth certificates for their children can apply for a grant from Social Development. However, application can take up to 9 months to process. Most of the CARE House children do not have birth certificates or clinic cards. Many of the parents do not have birth certificates or identity documents and this further compounds the problem. This entails an enormous amount of research into the history of the child to first get a birth certificate and then to apply for a grant. This process may take more than a year. Unfortunately, the procurement of a grant does not mean that the child will be cared for in terms of Section 28 of the Constitution. Many parents do not have parenting skills, alcohol abuse is extremely high in this area which leads to physical abuse and the stress of unemployment and poverty is not conducive to happy families. | |||||
